Historical Background
By the 16th century, the area of Turkmenistan was controlled by Uzbek rulers. By the mid-1800s, the Russians began invading. Russia was in control of Turkmenistan from 1881 to 1990.

"Some civil records were destroyed during World War II and may not be available. Local authorities generally will issue a certificate to that effect, although the process may take months. A replacement statement of identity is also available from local authorities when the birth certificate is unavailable."[1]
