King Charles I had originally granted the Maryland region to George Calvert, who died before the king could sign the charter, so the king granted the charter to Calvert's son Cecelius. Cecelius, himself a Roman Catholic, believed in religious freedom and saw to it that law and policies were established to guarantee that right in Maryland.
