The Soviet Union began regular censuses starting in 1923.
Russian Tax Records began in 1836.
Civil Registration cards were issued after 1945.
Starting in 1991, when Azerbaijan established independence, the Ministry of Justice and the Registry of Civil Service Acts administered near universal registry of births and death.
