::I am concerned that placing dialogue about any/all redundant pages under once specific geography would bury it and limit participation (not to mention the fact that the dialogue will, in the end, have much less to do with New York counties than about how to navigate duplicate content issues). How about if we start a forum thread, and link to it from the NY County Creation page? That leaves room for dialogue about New York counties to take center stage on that talk page.
