Adoptive parents, adoptees who are 18 or older, birth parents, and children of a deceased adopted adult may request non-identifying information from the Registrar of Vital Statistics. Virginia law states that when a child is adopted, a new birth certificate is issued, but the new certificate should show the actual place and date of birth, if it is known.
