 Liberia was founded and established as a colony to be a homeland for freed African-American slaves from the United States. For this purpose, the American Colonization Society was formed in 1816 in Washington, DC. With the financial help of the United States, the ACS began sending African-American free volunteers to the Pepper Coast in 1822 to colonize and control the area. The settlers issued a Declaration of Independence in 1847.
