At my request, [[User:CottrellS|Steve]] created the un-portal page for [[Utah]] and used the {{tl|US-sidebar}} to create the list of US topics instead of typing the entire list. The advantage of using a template includes the speed in which the portal could be converted. The proposed change to the process for creating an un-portal page would be to use the sidebars for the major localities around the world. Steve has been working on the development of the different sidebars for the list of Topics and has more background understanding than I do at this point. As you can see the current un-portal design is not very different from the one that uses the sidebar template. For example, see [[Utah]], [[England]], [[Essex]] and other county pages in England as examples of un-portal pages that were created using the sidebar template.
