Is this really true?

"The Sandbox was created as a place with fewer rules and policies than other pages on FamilySearch Wiki. For example, you don't have to follow the Manual of Style or reach community consensus before making a major change. However, it must not be used for malicious purposes, and policies such as no personal attacks, civility, and copyrights still apply."

As I understood the purpose of a sandbox, it was a place to practice what you'd like to put into the wiki.  It isn't about not following rules or policies.  I don't think we want to give the impressing that we are encouraging people to practice creating things that should not be included in the wiki.  Or am I missing something?
