This is the {{empty category{{{2}}}{{{3}}}{{{4}}}{{{5}}}{{{6}}}{{{7}}}{{{8}}}{{{9}}}{{{10}}}{{{11}}}...}} template.
It can be placed at the top of any category page for which it is normal that it sometimes is empty. This is typical for some maintenance, tracking and clean-up categories.
Experience has shown that people sometimes delete those categories, thinking they are no longer in use.
