Birth and death records are in a national database available from the civil registrars throughout Montenegro.[1]
Marriage records are currently only at the civil registry where the marriage happened.[1]
Divorce judgments are available from the district court (okruzni sud) which decided the case.[1]

Historical Background
During WWII, many records, particularly in Montenegro, were destroyed and were reconstructed later.[1]
The marriage certificate does not usually show if the marriage took place by proxy. Prior to May l0, 1946, marriage records were maintained by church authorities. After that, only civil marriages are legal.[1]
Since May l0, l976, legal divorces are only available through the civil courts. Before that, divorces granted by church authorities were also considered legal.[1]
