Restored documentation and code for date[edit source]

I have added back the documentation to this template so that it's purpose and how it can be used is clear. I have also added back 5 tildes to the signature line which will add a time/date stamp when substituted. --Steve (talk| contribs) 08:01, 15 November 2011 (UTC)
