Historical Background[edit | edit source]

In rural areas, birth and death records were not considered needed, since usually a witness could give the information if required. In the past, this information was generally not required.^[1]

Villagers do not like to give the name of a woman to a man, so generally the name of the mother was not recorded in birth records, which are usually created by men.^[2]

Census Records[edit | edit source]

1979: Census carried out, but it was sporadic in information on the population and there was no census carried out after.

Coverage and Compliance[edit | edit source]

Birth and marriage certificates are rare for Afghans. Since about 2004, babies born in 15 refugee camps on the border of Pakistan and Afghanistan have had birth certificates created by United Nations High Commissioner for Refugees (UNHCR). ^[3]
