In most towns it was standard for everyone to marry before the NG Church, but in some places (e.g. Haarlem, Culemborg) civil marriages were the norm for those not a member of the NG Church. From 1795 onward civil marriages became mandatory. Only after this they were permitted to marry in the church of another religion.
