==History==
There was a public expression in Cuenca, the capital of Azay, for freedom, in different parts of the city, since March 25th 1795. <br>
In order to obtain freedom, two attempts were made, but both failed, until on November 3, 1820 when the the patriots proclaimed the Republic of Cuenca. On November 8th the Council of Sanction, was convened to develop the Government Plan or Fundamental Law of the Republic of Cuenca then known as the political Constitution Cuencana of 1820, approved by the deputies on November 15, 1820.
The joy did not last long because on December 20, 1820 the patriots were defeated in Verdeloma.<br>
Finally the real independence occurred when the entire territory of the Royal Audience of Quito, present Ecuador, became independent on May 24, 1822 in the battle of Pichincha.<br>
With the organization of the Republic of Gran Colombia, Cuenca was assigned as capital of the Department of Azuay in the Southern District.
