Beginning in 1802 Russia gradually reformed the structure of the Empire using administrative divisions with called ''guberniias''. Each guberniia had a governor.This reform continued until 1861 when Poland was finally divided into guberniias. During the Soviet era provincial boundaries were changed and called ''oblasts''. An oblast did not have a governor.
