Government records in Romania are kept in a system of archives under the National Archives in Bucuresti.  Church records were also added to the system during the Communist era.  The system consists of a central national archive in the capital, Bucuresti, and 41 regional archives, one for each of the counties, and one for the municipality of Bucuresti.

A permit is required for onsite searching of the archives, which can be obtained at any of the archives in the system.  To obtain the permit, you will fill out an application which will be at the archive.  As the permit is a photo identification, you will need to bring a passport or smaller photo with you when you apply for the permit.  Permits are generally issued the same or next day.  You can request records from the archive as soon as you receive your permit.  There is no charge for the permit.
