Miners and settlers came to the area in 1879; they were betting the Wood River Valley was going to become a mining center. John Hailey was an early pioneer in the Northwest who took part in the Boise Basin Gold Rush in 1879. Hailey filed a homestead claim in 1879 on the future town site. Hailey, A. H. Boomer, U. S. Marshal E. S. Chase and W. T. Riley had the land surveyed April 20, 1881. Hailey also established an extensive freight and Stage lined. In 1882, when the Town Company sold to the Idaho and Oregon Land Improvement Company for $10,000, the transaction included 2,500 acres in Quigley Gulch.
